Baghouse filter bags made of felt, including felt bags with a laminated ePTFE membrane, are classified under HTS 5911.90.0080 (textile articles for technical uses) with a 3.8% general duty. Woven fiberglass filter bags with an ePTFE membrane are classified under 7019.90.1100 at 4.8%. U.S. Customs and Border Protection (CBP) confirmed both codes in ruling N358577 of March 5, 2026, which covered polyester-felt and fiberglass ePTFE membrane filter bags for pulse-jet dust collectors.

Additional duties depend on the country of origin. For China-origin felt bags: 3.8% + 25% (9903.88.03) + 12.5% (9903.05.31) = 41.3%. For Korean-origin felt bags: 12.5% combined. See US import duty: Korea vs. China.
Why are filter bags not classified as dust collector parts (8421)?
Filter bags are used in filtering machinery, but Note 1(e) to Section XVI of the HTSUS excludes “other articles of textile material for technical uses,” and Note 7 to Chapter 59 sends such articles to heading 5911. CBP applied this reasoning in HQ 086437, classifying a sewn filter bag in heading 5911 rather than 8421. A bag sewn from felt keeps that classification whether the felt is polyester, PPS or PTFE, and whether or not an ePTFE membrane is laminated to it.
Why does fiberglass fall under 7019?
Glass fibers and articles made of them are covered by heading 7019, which takes precedence over the textile headings. In N358577 CBP classified the woven fiberglass ePTFE membrane bag under 7019.90.1100 while the polyester-felt membrane bag of the same design went to 5911.90.0080. The difference also matters for origin: fiberglass bags generally keep the origin of the woven glass fabric.
What about filter media in rolls?
Needle felt sold in rolls for making filter bags has been classified as straining cloth “of a kind used in oil presses or the like” in subheading 5911.40 (HQ 086437, following HRL 084821), currently reported as 5911.40.01. Classification of a specific laminated roll depends on its construction, so ask your broker or request a binding ruling for large programs. Roll goods take the origin of the country where the felt was made, not where the membrane was laminated.
Which Chapter 99 numbers are reported?
9903.88.03 – China Section 301 (List 3), 25%. CBP ruling N302412 lists 5911.90.0080 among the covered subheadings.
9903.05.31 – forced-labor Section 301, 12.5% for China-origin goods, in effect since July 24, 2026.
Korean-origin goods are reported under the forced-labor action at a combined rate of 12.5% including MFN.
Frequently Asked Questions
What is the HTS code for a baghouse filter bag?
A felt filter bag for a baghouse is classified under HTS 5911.90.0080, with a 3.8% general duty. CBP confirmed this for a polyester-felt ePTFE membrane filter bag in ruling N358577 (March 5, 2026).
Does an ePTFE membrane change the HTS code?
No. A felt filter bag with a laminated ePTFE membrane is still a textile article for technical use under 5911.90.0080. Only bags made of woven fiberglass move to heading 7019.
What is the HTS code for fiberglass filter bags?
Woven fiberglass filter bags with an ePTFE membrane were classified under 7019.90.1100, with a 4.8% general duty, in CBP ruling N358577.
Are filter bags classified as parts of dust collectors under 8421?
No. Section XVI Note 1(e) excludes textile articles for technical uses from machinery headings, so filter bags are classified in heading 5911 (or 7019 for glass).
What HTS code applies to filter felt in rolls?
Needle felt for filter bags in rolls has been classified under 5911.40 as straining cloth “or the like” (HQ 086437). Confirm the code for your laminated media with a customs broker.
